Currently, I am an Extension Educator, serving as the Horizons Project Director for Washington State University Extension. My educational background includes a Bachelor's degree from the University of Wisconsin - Madison and a Master's degree from the University of Arizona. Throughout my formal education, I have specialized in youth and adult education.
My career focus is Community Youth Development. I have built strong 4-H Club base programs; developed effective out of school time programs; and developed community networks that support leadership in both youth and adult participants.
I am an active member of the Washington Association of Extension 4-H Agents and the National Association of Extension 4-H Youth Agents; I have served on the national board as a Nominating Committee member and Chair of the Professional Development Committee. I am also a member of the National Association of Community Development Extension Professionals.

Cindy McHargue is the Program Administrative Manager for the Connecting Schools and Communities Initiative at the Washington State University's Center to Bridge the Digital Divide. Prior to transferring to the Center, Cindy was the Assistant to the Superintendent and Executive Secretary for the Board of Directors for Mead School District.

Patrick has been involved in many aspects of community development work for over 30 years. He is a nationally certified Professional Community Economic Developer (PCED) and holds advanced degrees in Public Administration and Urban and Regional Planning. Currently, he serves the Horizons project as a community coach and leadership specialist for Inland Northwest communities. His career focus has been on community empowerment, wealth generation/preservation, and adult popular education. He is an active member of the Inland Northwest Partners, the National Association of Community Development Extension Professionals, and the Pacific Northwest Community Development Institute.
