Spotlight Workshops
The first phase of the Horizons Program was completed with 397 people from across Washington attending Spotlights during October and November of 2006.
During the Spotlights, participants took part in sessions addressing:
Poverty: 1. Poverty is Not Just Numbers, 2. Living in a Thriving community, 3. What can we do to Reduce Poverty;
Leadership: 1. Focusing on a positive Future, 2. Taking a Leadership Inventory, 3. Moving People to Action; and
Community Development: 1. Economic Development is more Than Adding a Business, 2. Connecting Citizens to Strengthen Communities-Social Capital, 3. Tackling Community Controversy.
The last session presented was: Horizons' Program and Community Application.

Twenty three communities applied for and were accepted to the Horizons Program. To be eligible for the program, a community between 100 and 5,000 residents with a poverty rate of at least 10 percent had to have five or more community members attend the Spotlight.
